Let's say you have a tall closet. In this condition, you should take a close look at the terminal tip of the broom. You will find that there is a ring-like structure. You can use it to hang the broom.

Take a string and make two fixed points. Connect string to one of the fixed points (a point that is uneasy for you) tightly. Take another point in such a place where you can reach easily. Sew the ring with string or rope and now, lift the string. Tie the free end of the string to the point where it is easy to reach. Tie in such a way that it can be untied again. 

If you have a cabinet with a long passage, then you can keep your broom horizontally according to your need.
